My bulk faxing these days will generally encounter 1% errors which are protocol related - "No response to MPS or EOP". I'm working on fixing these, and I think I've got it, but I'm not done testing. Anyway, I tend to believe that your error rate due to protocol errors is really much less than 2.7%. For the most part, I've never known anyone who uses a non-fixed destination pool to have better than 99% success.
