Have you tried with more than one destination outside?
Maybe ATX3 helps?
Do you have a digital phone line?

no need to repreat it gain,
modem may also ignore anything behind ATZ

you have to dial 9 and 8 to get and outside line?
maybe check with your hylafax dialrules.
