Change your /etc/inittab. It should look as follows
-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-
# modem getty.
# mo:23:respawn:/usr/sbin/mgetty -s 38400 modem

# fax getty (hylafax)
mo:23:respawn:/usr/lib/fax/faxgetty /dev/modem
-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.

And you either should change your modem-device from /dev/ttyS0 to
/dev/modem, as that is a link in SuSE setup, or change inittab
respectiveliy, that is

mo:23:respawn:/usr/lib/fax/faxgetty /dev/ttyS0
