When you submit an ascii file to HylaFAX by default what happens is that
(see the typerules file):
1) textfmt is used to do ascii -> ps
2) ghostscript is used to do ps -> tiff
3) the tif is faxed

So you have to find a substitute (ascii to ps converter) for 1) that
handles Hebrew. I've just checked enscript and it does all iso's up to 7
(not 8). You could see if a2ps
http://www.inf.enst.fr/~demaille/a2ps/
can do it

Then you have to check that ghostscript can handle Hebrew to make the
ps->tif conversion.
