Add the user with both a password (-p) and an admin password (-a)
Then telnet and first use 
pass password
then
admin adminpassword

You may want to try faxrm -a (as an admin user).

Why the user is nobody? try submitting faxes as another user.

su nobody -c "faxrm <jobid>"
