1.) Problem with Hardwaresetup of ISDN-Card or ISDN-Kerneldriver

see point 1.)

first thing to fix would be the hardware/kernel-problems.
as long as the kerneldriver detects an irq-loop for your 
ISDN-Card you will never be able to get hylafax working correct.
