I think -t is not the right param for what you want.
See MaxDials (equivalent to the undocumented -T option, there's a patch
in bugzilla by Lee to document it

As for the killtime, you should see if the killtime you specify is
considered by HylaFAX as it seems many people have problem with that
option: look at sendq/qXXX (where XXX is the job no) for the killtime
param and see if it reflects what you told HylaFAX on the command line.

faxgetty not answering: you should look at the log to see if faxgetty
tells you why it does not answer the call.

Usually the fax is sent as soon as it's submitted, if it fails it's
retried after sometime. Are you saying you want it to be retried at
once? See man config, params beginning with JobReqXXX
