I don't know that this can be accomplished without some scripting work.

You could alter notify.awk to check a file "already_tried_twice" for the
failed job ID.  If it does not appear in the list, then the fax would get
queued for ten hours later and the job ID would get placed into
already_tried_twice.

If this is done, then you'd probably want to alter the language that
notify.awk uses so as to alert the sender of the procedure.
