I'm fighting this exact same problem in Florida, with two separate
LEC's.  *Engineers* from both companies assert to me that "we'd love
to allow 11 digit dialling on all numbers -- it would be *easier* for
us to do it that way.  The PSC won't *let* us.

The answer is, no, there's no easy way; you'll have to write a match
rule for every prefix that needs to be treated specially -- assuming
you can find out what those even are.

I'm trying desparately to pin *one human being* to the table to take
responsibility for this requirement; it's moronic.  Not only does it
*not help anyone*... it hinders lots of people, and *costs the telcos
money* ... which of course, costs us money, too.

Your dialrules file will be jegundous, and I do not know, off hand,
whether that code has any hard coded limits as to table size or not.

Best of luck, and if you're feeling especially quixotic, call your
LEC, and ask them "why can't I dial everything with 11 digits?"

Write down the names and numbers of every person you talk to, and
what excuse they give you; I'm taking a survey.
