Either the connection was incorrectly terminated (remote had gone on-hook
and your modem just got a garbage here) or your modem's firmware is broken
completely.

The later assumption (the broken firmware) is more possible. Even having
the complete garbage from the remote the modem should *correctly* report an
error. But it did not...

Summary: you cannot fix it at the software level. Try better modem or wait for
4.1 beta 3 and switch to Class1 mode.
