I did not have problems with detecting several modems (even cheap ones), but
I had problems to use dial-in (mgetty) and Hylafax (faxgetty) at the same
modem. Maybe that's your problem?

You can add these programs in /etc/inittab
You can make changes work with "kill -HUP 1"

If somebody else knows a way to use mgetty (to dial-in) and faxgetty (to
send faxes) on the same modem, I am very interested to know about it.
