flexfax: understandig config.modem

Hi, 

why do some commands appear in config.modem for several
times like AT&K..   ? 

ModemNoFlowCmd:                AT&K            # disable flow control
cmd
ModemHardFlowCmd:      AT&K3           # hardware flow control cmd
ModemSoftFlowCmd:      AT&K4           # software flow control cmd

After &K is set it will be overridden by K3 . And K3 ist overridden 
by K4 !? 

Or are the commands in config.modem only the set of possible 
commands that are executed when necessary while e.g. faxgetty/
hylafax is receiving a fax ?
