No, it was written for UNIX. It looks like you need to examind the
perl progrem "sfax" on the www.hylafax.org contrib site and see about
using something like that to send faxes to a server on the UNIX side.

I don't know of any hands-off tools for this, but I believe that WHFC
for Windows does something similar. A variant of that with
pre-programmed fax-numbers and recipients might be just the ticket.
