This is not quite right. sendmail should always be running as a background job on the machine, what's called a "daemon". That is started as "root" at boot time. When the UUCP user calls sendmail, he uses it to submit a mail message with a local invocation of sendmail, which passes it to the sendmail daemon. The *DAEMON* should be running as root.
