Or do a search in the list archive, you'll see many posts about this
problem, but no definitive answer.

It seems it cannot be solved. 

Hylafax has problems with certain old fax machines; Hylafax follows the
fax protocol very strictly and old fax machines do not. Other fax
softwares do not care and deliver faxes to those old fax machines,
Hylafax do care.
