Put the modem into receive mode at 300 bps (V.21 with HDLC framing) in
order to accept the setup parameters from the remote modem.  The preceding
data lines were it sending its initial parameters at 300bps.

To resolve it, substitute the near end modem, the cable, the phone line
and the far end system, in turn, until you find which is broken, although
listening to the modem noises may also give a clue, for example the near
end modem may think dial tone is really a modem carrier.
