This library (and all others required to compile/link Hylafax on RHL 6.0) are
included with the distribution.  They are on your CDROM, use gnorpm to load 
them.
The package names are

libjpeg-6b-9.i386.rpm
libjpeg-devel-6b-9.i386.rpm
