"No local dialtone" is a bit of a give away.. Make sure you can "cu" to the
line & talk to the modem. Next make sure you can manually dial out with the
modem.

If you still have problems your Unix & Hylafax versions will help.

  im trying to send a fax using this command line : sendfax -n -d
0725782409 /etc/passwd

and on my /var/log/messages i have this error:
