flexfax: +FHNG: 20

I just setup SuSE 6.1 and Hylafax. When sending a fax I am reciving:

The FAQ's also do not give any solution. I have tried to send the fax
to  different faxmachines but the error remains. Do I have a setup
problem with my modem? or ?
