I would say that the first one totally failed the initial training, but the remote side didn't back off the transmission speed, although it seems to have tried varying the parameters, including dropping the technically illegal TSI, at the end. (TSIs were intended only to contain (international format) phone numbers, but this should not be the problem.) Get a better phone line or modem, or, as a last resort, force the maximum speed to 2400 for this caller.
