Try looking at directory and file permissions, hfaxd runs in a chroot'ed 
environment, some implementations of syslog require that they can write to 
a file to do the logging.

  ie /dev/log or /proc/<pid>/something or whatever, this needs to be 
writeable by uucp porcesses and from the chroot'ed environment.
