That's not what the thread was talking about.  It was talking about
the sending end, not the receiving end; the fax arrives as a fax, and
will be on paper if the receiver is a conventional fax machine.

The hylafax support for mailing received faxes (this is in the
documentation) attaches postscript, although attaching TIFF is a simple
change.  No one has yet reported the existence of a free OCR program
that would allow it to be converted to plain text.  Windows NT 4 and
recent Windows 95 include a TIFF viewer, anyway.  Even commercial OCR
programs would have a high error rate on scanned faxes.
