Probably depends on the operating system.

For recent, production quality, Linux kernels, you shouldn't need to 
use setserial to tweak the upper speed limit as, by using the right
terminal configuration system call you can directly set high speeds.

I don't know whether hylafax uses the right system call, but for pure fax
operation, anything above 19,200 is probably risking unnecesary overruns.
