Hylafax aborted the call during phase B (option negotiation).  The legitimate
reason for this would be that the last time it called the number the remote
machine was prepared to accept a more efficient fax coding (possibly because
it is a modem pool and you got a different modem), an Hylafax has code that
way be now needs to regenerate the fax data.  If this is the case
(and the fax will go eventually in that case), use & to lock down the lower
specification in the info file.
