Had the same problem some years ago. I think this subject has as well
been discussed in this list several times. What I found out, was that
the ZYXEL Model (and only this brand) had problems with sending fax to
some machines. The error was exactly  as described above. It looks like
a bug in the firmware. I even reprted it to zyxel but no reply. What I
did then was to use another modem. The result is that now we do not have
any problems sending fax to exacly those fax machines the zyxel was
unable to send to.
