flexfax: USR14.4,Class1,Hylafax v4.0,pl0 running in Italy on DEC unix

I have found that the usr robotics modem gets stuck sometimes.
   When it is stuck it will always return

   "Invalid dialing command"  after the ATDT... command.

   Once it gets into this state, the only way to unstick it
   is to power down and up the modem.

    I would like to know if there is either: 

       1. some way to get it unstuck when it is in this state

       or

       2. some way to prevent it from getting into this state.


   Solution 1 is preferable for me.

    Oh, by the way the OS is DEC unix version 3.2.
