flexfax: Communication between two HylaFAX

How to make first HylaFAX to send data to second HylaFAX?   
The first HylaFAX is in Africa, it just receive data from WHFC, it does not 
send fax itself. It look like a spooler.

The second HylaFAX use the modem to send fax, it is located in Europ and
it receive data from the first HylaFAX (not from WHFC)
