trouble answering data calls



hylafax 4.0p1; linux 2.0.28
i'm trying to configure our system to take data calls (for the occasional emergency, to do maintenance when the portmasters die).  i can't get the modem answered; it just rings.  faxgetty seems to notice a ring but something goes amiss; related to Caller ID perhaps (what's "ANSWER: CID REJECTED" mean?)?
