Robert,

There's no accounting for buggy firmware. USR's class2 implementation has 
never really worked, at least not with HylaFAX. Other operating systems drive 
these modems in Class1 . . . they magically work. You should consider taking 
the advice which has been (I think) offered and try driving them in class 1. 
Then, throw them out and go with ANYTHING else.

Spend a few minutes searching the archives on HylaFAX.ORG. Seach for a few 
modem manufacturers and read the feedback you see there.

My money's on Multitech. YMMV.
