To keep faxgetty from respawning in this situation:

 Aug 19 13:26:14 ruby FaxGetty[11346]: OPEN /dev/ttyb
 Aug 19 13:26:14 ruby FaxGetty[11342]: /dev/ttyb: Can not lock device.

Try running it *without* the "-D" flag in /etc/inittab:

 fg:234:respawn:/usr/local/fax/bin/faxgetty /dev/ttyb
