Why CGI_BIN didn't get properly replaced?

Also, for some reason, the html files didn't get CGI_BIN properly replaced. This makes them a bit awkward to read, with CGI_BIN scattered through them.

Read the section "Configuring the HTML Documentation" in building.html.
You have to change these values yourself.
