Hylafax has two components: the server and the client. The Hylafax *server* does *not* run on Windoz. To the best of my knowledge, both Hylafax and Hylafax+ run only under Linux. I don't know of any effort to port the server to a Windoz machine.  
It is my understanding that people have successfully run the server under a Linux VM within  Windoz.  Perhaps that solution will work for you.

There are a number of *clients* that run on Windoz, OSX, Linux, Solaris, etc.
