Actually now it runs. Although I am still unable to run 'cu' I was able to run 
sendfax. I now need to be able to send faxes programmatically from a .net 
client. I looked in the documentation for how to connect to the api to write 
such a software without having to download a third party software, but didn't 
find any.

So some other program has a lock on the modem or is otherwise using it.  Stop 
that other program.
