Many, many people report issues with software modems and fax.

Save yourself a lot of heart ache and buy yourself a hardware modem with 
an Agere chipset, preferably using a serial (RS232) interface if you 
have one on your computer.... alternatively, if this is a business 
critical application then take a look at the Mainpine fax boards.
