As you can see in the Debian changelog of the capi4hylafax package http://packages.debian.org/changelogs/pool/main/c/capi4hylafax/capi4hylafax_01.03.00.99.svn.300-16/changelog Debian uses the same upstream version 01.03.00.99.svn.300 since Wed, 23 Aug 2006. This seems to indicate that there is no upstream development since this time.
