This copying from /etc/hylafax to /var/spool/hylafax/etc is specific to the Debian or Ubuntu package.

But you should not have a file xferfaxlog in these directories. Such a file is normally created in /var/spool/hylafax/log. Maybe something is wrong with your configuration.
