The modulation being used by the sender is apparently not compatible with your modems. Couple that with a modem bug with V.21 HDLC detection, and you get this.


The +FCERROR responses means that although the modem trained on the sender's TCF signal, the modem isn't able to train on the Phase C signal, and furthermore is a mess because the +FCERROR indication seems to lead one to believe that V.21 HDLC is there - but it's not - yet the modem happily thinks so and fouls up the recovery procedure with its complications.

I suspect that you're looking at a compatibility problem between the sender and your modem. Given the other misbehaviors that your RocketModem is making, chances are good that the culprit here is the RocketModem, and you'd probably not have this problem with a different modem. That said, it could be the sender's fault, too.
