Are both phone lines normal ISDN lines or do you have a VOIP (NGN) line?
Do you use a PBX to forward the calls or do you use a service of your telco?

That means you can only use CAPI. (AVM doesn't offer a TTY interface.)

I did not try Asterisk and IAXmodem, but you might get help from others on this list.

Another option would be to try CapiSuite instead of HylaFAX. (I did not try this either and I don't know if this would provide better debugging options.)
