The PAP2 does not support T.38. The SPA2102 and SPA3102 support
T.38, but not the PAP2 or PAP2T.
Then, how faxing works with PAP2T? Is there another protocol to send fax?
Its only way to send FAX with a PAP2T is using ulaw or alaw audio. This
is a quirky arrangement, as it is utterly intolerant of packet loss, and
has serious issues with jitter buffering and sampling clock mismatch at
the two ends of the link. The PAP2T (and a number of other ATAs without
T.38 support) confuse many people into thinking there is T.38 support by
having FAX related options in the configuration menus. These just adjust
jitter-buffer behaviour to increase the likelihood of audio FAXing
succeeding.
