It should work, but if it doesn't work then the problem most likely 
cannot be resolved my manipulating HylaFAX configuration, no.

If the line (or microfilter) is disrupting the audio such that fax data 
cannot reliably be demodulated, then you'll need to work with the telco 
to improve the audio quality.
