You've either made some mistake in the second iaxmodem configuration 
(/etc/iaxmodem/*) or you don't have faxgetty running on it.

Check the "device" and "peername" options in your iaxmodem configuration 
files to make sure that they are all different from each other.  Use 'ps 
aux' or 'lsof' to check to see if you're actually running faxgettys on 
all modems.  Then watch the Asterisk CLI to see what's going on from there.
