The error means that in hfaxd protocol JREST was used (to reset a job to on-disk settings... or perhaps to defaults), however the job was not first suspended (which is required before modifying a job).

It's not clear to me. I send everytime the JREST command immediately after the JSUBM just in order to avoid the job to remain suspendend if I don't disconnect from hylafax.
It works always, except in some occasions.

It must mean that on those occasions the job is not suspended at the time you call JREST. I don't know how else to say it. Maybe you've hit on an hfaxd bug... I'm not sure. You'd need to analyze hfaxd logs to know.
