Yes, faxgetty under F9 uses the upstart method.  Lee Howard sent a note 
about this last week.

"If you look at the HOWTO here under 2.2.5:

http://hylafax.sourceforge.net/howto/install.php#ss2.2

... you'll see an example of how to install faxgetty into a system using 
upstart (like Fedora 9)."
