In order to adjust resolution with only faxmail you'd need to put an 
appropriate X-FAX-VRes header in the mail.  Something like:

X-FAX-VRes: 196

If you cannot do this then the preferable alternative is to pipe your 
faxmail output to sendfax and then adjust resolution with sendfax.  This 
may require you to write a small shell script and call on it instead of 
faxmail directly.
