This sort of thing tells me (almost with a certainty) that there is a T.38 (FoIP) conversion process involved between you and the receiver. My first bet is on it (the T.38) being the root of the problem. Contact your telco or whoever it is that is doing that T.38 and tell them that it's not working. I've had to be involved in that same discussion many times now, and I always make the same argument: T.38 is acceptable when it works well, but if it doesn't work well then I want my telco to avoid it altogether. Normally they just switch the carrier that my calls take.
