Aha!  And suddenly everything becomes clear!  :)

$ bin/faxrcvd 'recvq/fax000000054.tif' 'ttyIAX.2' '000000104' '' '<NONE>'
'206XXXXXXX' '<NONE>' 's'
-bash: base64: command not found
$ rpm -ivh
ftp://ftp.pbone.net/mirror/ftp.falsehope.net/home/tengel/fedora/4/te/i386/RP
MS/base64-1.3-2.te.i386.rpm
