No, instead QualifyCID was dropped entirely, DynamicConfig was adjusted 
and expanded to, in particular, support a "RejectCall" feature.  This 
was done in March 2006, so all releases since that time, including 
HylaFAX+ 5.2.4 now, have supported RejectCall.

Unfortunately, you will need to port your work for supporting 
QualifyCID-Ex to DynamiConfig+RejectCall.  But when you're done you'll 
not need to maintain the old patch to remain current with the HylaFAX 
releases.
