That would be easy to do with a distribution list in Exchange. But, I'm
wanting the normal Hylafax email with attached PDF to go to the public
folder and have a completely different email going to the users of that
public folder. Just a basic email saying you have received a new fax. I
don't want them to have the attachment in their email also.

I would create a distribution list address in Exchange that send to both
the user and the public folder, then have hylafax send to that.
