the remote side is fax machine. the remote side has tried many times without success. This is fax from overseas. Is this related to line noise? pls advise.

The modem is claiming that it cannot hear fax signaling on the line. If there really is fax signaling on the line then it's either a matter of the audio being corrupt or of the modem being incompatible with the audio.
