What happens if you use Minicom to dial these numbers with your modem ? 
 Use the exact dial string that you are using in HylaFAX - 
ATDT0,W0385480...

What happens if you change the number to your cell phone.... does it ring ?

What happens if you use the redial feature on your phone to call the 
external fax machine.... does it work every time with the same dial string ?

I guess you are using a PABX and need 0,W to get an outside line. This 
is often where the problem is....
